Hey, I don't know if it is too late. I found a way that worked for me. Yes, Windows 10, that anniversary update, the Xbox One Controller that has Bluetooth capacity.
1. Go to 'Control Panel'.

2. 'Add devices and printers'.
The controller should show up. No PIN, No connecting but never connect.
I have been using the add the device in Windows 10 settings that never worked.

This worked! After hours of searching on how to get my controller working without spending another $25 on an xbox adapter, you have provided the solution. Thank you! I can now connect my xbox one s controller via bluetooth to my PC. If its still not working for anybody, remember to update everything, and then restart your PC. Then do the instruction in this post, and viola. Flawless. This should really be a much simpler process though, what the heck, Microsoft? I think they just want you to spend money on their stupid adapter. Commenting to give this thread a bump in the hopes it shows up further up on the google search
